ONE:The restrictions, however, if not to any great extent a practical grievance, were felt to be a stigma utterly undeserved, and the necessity for an annual Indemnity Act continually reminded a large, influential, intelligent, energetic portion of the nation of their inferiority to the rest of the king's subjects. The Government felt that public opinion was against them. They therefore allowed the Bill to go into committee without opposition, and there they adopted it as their own by carrying certain amendments. It passed the Commons by a majority of 44, the numbers being 237 to 193. From the tone of the debate in the Commons it was evident that the Government was not sorry to be left in a minority. In the House of Lords the measure encountered more opposition. Lord Eldon, exasperated with the treatment he had received from the Ministers, denounced it with the utmost vehemence. When he heard of its success in the Lower House, he was in a state of consternation.

THREE:But the triumph of the insurgents was brief. From Radetzky, triumphant in Italy, from Windischgr?tz at Prague, and from Jellacic in Hungary, came assurances that they were making haste to rally round the emperor's flag, and to cause it to wave in triumph over the vanquished revolution. The last with his Croats moved up by forced marches, availing himself of the Southern Railway, and on the 9th of October he was within two hours' march of Vienna. The Hungarians at last advanced in aid of the insurgents, but were beaten off, and on the night of the 31st of October the city surrendered, and was in possession of the Imperial troops.In answer to some queries submitted to the Attorney-General, Mr. Joy, he stated that when the old Association was suppressed, the balance of Catholic rent in the treasury was 14,000. He showed how the existing Act had been evaded, and how useless it was to attempt to prevent the agitation by any coercive measure. They held "fourteen days' meetings," and it was amusing to read the notices convening those meetings, which always ran thus:"A fourteen days' meeting will be held, pursuant to Act of Parliament"as if the Act had enjoined and required such meetings. Then there were aggregate meetings, and other "separate meetings," which were manifestly a continuation of the Association. The same members attended, and the same routine was observed. They also held simultaneous parochial meetings, by which the people were gathered into a solid and perilous confederacy.

THREE:The next novelist who appeared was of a very different school. Richardson was an elaborate anatomist of character; Fielding and Smollett were master painters of life and manners, and threw in strong dashes of wit and humour; but they had little sentiment. In Laurence Sterne (b. 1713; d. 1768) came forth a sentimentalist, who, whilst he melted his readers by touches of pathos, could[174] scarcely conceal from them that he was laughing at them in his sleeve. The mixture of feeling, wit, double entendre, and humour of the most subtle and refined kind, and that in a clergyman, produced the oddest, and yet the most vivid, impressions on the reader. The effect was surprise, pleasure, wonder, and no little misgiving; but the novelty and charm of this original style were so great that they carried all before them, but not without the most violent censures from the press on his indecencies, especially considering his position as a clergyman. Sterne was the grandson of that Richard Sterne, a native of Mansfield, in Nottinghamshire, who was chaplain to Archbishop Laud, and attended him on the scaffold. Laurence Sterne was the son of a lieutenant in the army, and was born at Clonmel, in Ireland, his grandfather having then become Archbishop of York. Sterne, therefore, on taking orders, was on the way of preferment, and received the rectory of Stillington and the perpetual curacy of Coxwold, both in Yorkshire. There he wrote not only sermons, but satire, particularly his "History of a Watchcoat." But it was his novel of "Tristram Shandy" which brought him into sudden popularity. After this, his "Sentimental Journey" completed his reputation; and his Maria and her lamb, his uncle Toby, Corporal Trim, Yorick, Doctor Slop, the widow Wadman, and his lesser characters, usurped for a long period the tears and laughter of the nation.The approaching coronation of the Queen became, as the season advanced, the prevailing topic of conversation in all circles. The feeling excited by it was so strong, so deep, and so widespread, that a Radical journal pronounced the people to be "coronation mad." The enthusiasm was not confined to the United Kingdom. The contagion was carried to the Continent, and foreigners of various ranks, from all nations, flocked into the metropolis to behold the inauguration of the maiden monarch of the British Empire. There were, however, some dissentients, whose objections disturbed the current of public feeling. As soon as it was understood that, on the score of economy, the time-honoured custom of having the coronation banquet in Westminster Hall would not be observed, the Marquis of Londonderry and others zealously exerted themselves to avert the innovation, but their efforts were fruitless. The coronation took place on the 28th of June. The only novel feature of importance consisted in the substitution of a procession through the streets for a banquet in Westminster Hall. It was certainly an improvement, for it afforded the people an opportunity of enjoying the ceremony. Persons of all ages, ranks, and conditions, embodied visibly in one animated and exalted whole, exultant and joyful, came forth to greet the youthful Sovereign. All the houses in the line of march poured forth their occupants to the windows and balconies. The behaviour of the enormous multitude which lined the streets, and afterwards spread over the metropolis, was admirable. The utmost eagerness was shown to furnish all the accommodation for spectators that the space would allow, and there was scarcely a house or a vacant spot along the whole line, from Hyde Park Corner to the Abbey, that was not occupied with galleries or scaffolding. At dawn the population were astir, roused by a salvo of artillery from the Tower, and towards six o'clock chains of vehicles, of all sorts and sizes, stretched along the leading thoroughfares; while streams of pedestrians, in holiday attire, poured in continuously, so that the suburbs seemed to empty themselves of all their inhabitants at once. At ten o'clock the head of the procession moved from the palace. When the Queen stepped into the State coach a salute was fired from the guns ranged in the enclosure, the bands struck up the National Anthem, a new royal standard was hoisted on the Marble Arch, and the multitude broke forth in loud and hearty cheers. The foreign ambassadors extraordinary looked superb in their new carriages and splendid uniforms. THREE:On arriving in Paris, the Emperor Alexander took up his quarters at the house of Talleyrand, and there the King of Prussia, Prince Schwarzenberg and others came to consult. Talleyrand now spoke out, and declared that it would be madness to treat with Buonaparte; the only course was to restore the Bourbons, under certain limits. As early as the 12th of March the Duke of Angoulme had entered Bourdeaux, and had there proclaimed, amid acclamations, Louis XVIII. The Comte d'Artois came along in the rear of the Allied army, and had everywhere issued printed circulars, calling on the people to unite under their ancient family, and have no more tyranny, no more war, no more conscriptions. This paper had also been extensively circulated in Paris. On the 1st of April the walls of Paris were everywhere placarded by two proclamations, side by side, one from the Emperor Alexander, declaring that the Allied sovereigns would no longer negotiate with Napoleon nor any of his family, and the other from the municipality of Paris, declaring that, in consequence of the tyranny of Napoleon, they had renounced the allegiance of the usurper, and returned to that of their legitimate sovereign. On the same day the Senate, under the guidance of Talleyrand, decreed that he had violated and suppressed the constitution which he had sworn to maintain; had chained up the press, and employed it to disseminate his own false statements; drained the nation, and exhausted its people and resources in wars of mere personal ambition; and, finally, had refused to treat on honourable conditions: for these and other plentifully-supplied causes, he had ceased to reign, and the nation was therefore absolved from all oaths sworn to him. This decree, on the 2nd and 3rd of April, was subscribed by the public bodies in and around Paris. A Provisional Government was appointed.

ONE:Thus this mighty armadaof which such high things were expectedwas dispersed; Rodney, sending part of his fleet to Jamaica, proceeded to join Arbuthnot at New York, with eleven ships of the line and four frigates. The news of his approach reached the French and Americans there, at the same time as that of the return of De Guichen to Europe, and spread the greatest consternation. Arnold uttered his indignation at such treatment in no measured terms, and the consequence was that he was arrested, tried by a court-martial, on various charges of peculation in his different commands, and for extortion on the citizens of Philadelphia. Some of these were declared groundless, but others were pronounced to be proved, and Arnold was condemned to be reprimanded by the Commander-in-Chief. This put the climax to his wrath. Washington, who had, in Arnold's opinion, been as unjustly exalted and favoured for his defeats and delays, as he himself had been envied and repressed for his brilliant exploits, was of all men the one from whom he could not receive with patience a formal condemnation. This sentence was carried into effect in January, 1779, and Arnold, stung to the quick, was prepared to perpetrate some desperate design. The opportunity came when he was placed in command of West Point, on the Hudson, which was the key to all intercourse between the Northern and Southern States.The news of these imposts, and of this intended stamp duty, flew across the Atlantic, and produced the most bitter excitement. Never could this unwelcome news have reached the colonies at a more unpropitious moment. To restrictions on their legitimate trade, the British had been adding others on their illegitimate trade. Nearly all the American colonies lay on the seaboard, and were, therefore, naturally addicted to a free sort of trade, which these new duties made contraband. The British Government had sent out a number of revenue ships and officers to cut off this trade, and capture and confiscate all vessels found practising it. The colonists met in various places, and passed very strong resolutions against these regulations. The people of New England spread their views and resolves all over the colonies by means of the press. They refused to listen to any overtures of the British Government on the subject. They claimed the right to grant, of their own free will, such contributions to the revenue of the empire as their own assemblies should deem just, and to submit to no compulsion where they had no voice. They called on all the colonists to refrain as much as possible from purchasing any of the manufactures of England so long as she showed a disposition to oppress them, and to obtain their materials for clothing from other countries, or to begin to manufacture them themselves; and to cease also to use all luxuries on which the duties were laid. To make their case known in England, Pennsylvania, Massachusetts, Maryland, and Georgia appointed the celebrated Benjamin Franklin their agent in London.

THREE:Lord Wellington came up with him on the 9th of April, in the meantime having had to get across the rapid Garonne, with all his artillery and stores, in the face of the French batteries. The next morning, the 10th, being Easter Sunday,[76] Wellington attacked Soult in all his positions. These were remarkably strong, most of his troops being posted on well-fortified heights, bristling with cannon, various strongly-built houses being crammed with riflemen; while a network of vineyards and orchards, surrounded by stone walls, and intersected by streams, protected his men, and rendered the coming at them most difficult. The forces on both sides were nearly equal. Soult had about forty-two thousand men, and Wellington, besides his army composed of British, Germans, and Portuguese, had a division of fifteen thousand Spaniards. The difficulties of the situation far out-balanced the excess of about three thousand men on the British side; but every quarter was gallantly attacked and, after a severe conflict, carried. THREE:During the summer a French squadron stretched away across the Atlantic with six sail of the line, and finding our Newfoundland coasts almost wholly unprotected, destroyed and plundered the fishermen's huts and fishing stages, as well as their vessels, and then, returning, picked up a considerable number of our merchantmen at sea, and was lucky enough to make a retreat, by favour of a fog, through our watching squadrons, into Brest. After this clever exploit, they joined the great Brest fleet, which sailed for Ireland on the 15th of December. But no sooner did the armament put out to sea again the next day, than it was assailed by a tempest and the ships were driven different ways. One of them was forced immediately on the Grand Stenet rock, and wreckedout of one thousand four hundred souls on board only sixty were rescued. Seven ships of the line, and ten of the vessels commanded by Rear-Admiral Bouvet, managed to reach Bantry Bay on the 24th of December, but there the storms continued to batter them. There being no sign of an insurrection, and no other part of the fleet appearing, they sailed back and reached Brest on the 1st of January, 1797. When they were gone, another portion of the fleet arrived in Bantry Bay, but only to be tossed and driven about without rest, to lose several of the ships, and to put back again. As for Hoche, he never saw Ireland; the greater part of the fleet being driven about and swamped in the Channel. Of the forty-three sail, only thirty-one returned, and thousands of the soldiers were drowned in the foundering transports. ONE:News arrived that the king, by proclamation, had prohibited the export of arms and military stores to America. This news was received with a burst of rage. The people of Rhode Island, who had burnt the king's schooner, The Gaspee, seized forty pieces of cannon on the batteries defending the harbour, and carried them into the country. The people of New Hampshire surprised a small fort called William and Mary, garrisoned only by one officer and five men, and carried off the ordnance, arms, ammunition and military stores. Everywhere orders were issued for the purchase of arms and ammunition; for training the militia; for erecting powder mills, and manufactories of arms and shot, as well as for making saltpetre. So far as it depended on the people of Massachusetts, it was already rebellion. Still, however, the other colonies, except, perhaps, Virginia, were far from this bellicose temper. The colonies, in general, thought the measures of the late Congress too strong; and the State of New York, in spite of the impetuosity of such men as Jay, carried a vote rejecting the resolutions of the Congress.

ONE:George Grenville succeeded to both Bute and Dashwood, becoming first Lord of the Treasury and Chancellor of the Exchequer, and the king announced that he had intrusted the direction of affairs to him, and the Lords Egremont and Halifax, the Secretaries of State, whence they soon acquired the name of "The Triumvirate." The Duke of Bedford quitted his post as ambassador at Paris, and was succeeded by the Earl of Hertford. The Earl of Sandwich became head of the Admiralty, and the Earl of Shelburne head of the Board of Trade. Old Marshal Ligonier was removed from the post of Master of the Ordnance to make way for the Marquis of Granby, but received a peerage. These changes being completed, the king closed the Session of Parliament on the 19th of April, with a speech, in which he declared the peace honourable to his Crown, and beneficial to his people.

FORE:The Guards at the gates stood with tricolour cockades on their hats, and the great ladies of the Court came driving in, for they were not far off. The Duchess of St. Leu had been permitted to remain in Paris, and her house had been the focus of all the Buonapartist adherents and conspiracies. From that centre had been sent summonses to every branch of the Buonaparte family to be in readiness, and all had responded except Cardinal Fesch, Louis Buonaparte, and Eugene Beauharnais, who had too much sense to quit Munich with his wife, the daughter of the Bavarian king. Even Murat, to his ruin, had been induced to declare for Buonaparte once more.
FORE:In the midst of these secret correspondences the queen was seized at Windsor with a serious illness, and, considering the general state of her health, it was most threatening. The hopes of the Jacobites rose wonderfully; the Funds went rapidly down; there was a great run upon the Bank, and the Directors were filled with consternation by a report of an armament being ready in the ports of France to bring over the Pretender at the first news of Anne's decease.[15] They sent to the Lord Treasurer to inform him of the danger which menaced the public credit. The whole of London was in excitement, from a report that the queen was actually dead. The Whigs did not conceal their joy, but were hurrying to and fro, and meeting in large numbers at the Earl of Wharton's. The Lord Treasurer, to keep down the public alarm, remained in town, and contented himself with sending expresses to obtain constant news of the queen's state, for his hurrying to Windsor would have had an inconceivable effect. To allay the panic, Anne was induced to sign a letter prepared for her, announcing to Sir Samuel Stancer, the Lord Mayor, that she was now recovering, and would be in town and open Parliament on the 16th of February. This news being confirmed, those who had been too hasty in pulling off their masks found some awkwardness in fitting them on again. The Press was active. Steele published a pamphlet called "The Crisis," in advocacy of the Revolution, and on the danger of a Popish succession; whilst on the other hand came out a reply, supposed to be written by Swift, not without a few touches from Bolingbroke; it was styled "The Public Spirit of the Whigs," and was distinguished by all the sarcasm of the authors. The queen's recovery, and the fact that the French armament was a fiction, quieted the storm and again restored the Funds.
FORE:Notwithstanding these addresses and the confident tone of the Queen's Speech, the Funds fell, and there was general dissatisfaction at the conditions of the proposed pacification. In order to stimulate the proceedings and excite a jealousy of the Dutch, St. John professed to discover that they were themselves secretly negotiating with France, and urged that, if we did not take care, they would have the management of the negotiations and not her Majesty. Lord Strafford hastened back to the Hague, and from thence to Utrecht, where he proposed a cessation of arms, which was rejected by the Allies. He then went on to the army, where the Duke of Ormonde was in a situation of the utmost difficulty. He had received orders from Government, in consequence of the clamour in Parliament, to support Prince Eugene at the siege of Quesnoy, which he had invested on the 8th of June, and accordingly he had appeared before the place with such forces as threatened speedily to reduce it. At the same time he had received from the Marquis de Torcy a copy of the articles of peace signed by him, and from the Marquis of Villars the most bitter remonstrances on his conduct, which he did not hesitate to declare most perfidious and disgraceful. On the other hand, Prince Eugene, who did not find the English forces, notwithstanding their presence, rendering any active service, was equally irritated by his proceedings. Ormonde could but reply to each party that such were his orders, and leave the Government to bear the ignominy of it. To extricate themselves from the just censures on this dishonourable policy, St. John instructed Ormonde to demand from Villars the surrender of Dunkirk, which, it was asserted, must be put into the hands of the queen's troops, as a pledge that France would perform all that she had promised, before there could be a cessation of hostilities.The king and his war cabinet were now compelled to sue to France for the peace which was so freely offered the year before. Newcastle wrote to Sandwich in April, that the impossibility of arresting the progress of the French army, the discordant pretensions of the Allies, and their gross neglect of their engagements, rendered it absolutely necessary to make peace. Sandwich was to communicate this necessity to the Plenipotentiaries of the Allies, and if they declined to assent to it, to sign the preliminaries without them. The Ministers of the Allies still refused to join; it suited them very well to receive vast subsidies to fight their own battles, and yet to leave England to fight them. On the other hand, Count St. Severin, the Plenipotentiary of France, now felt his vantage-ground, and offered far worse terms than before, and, to force their acceptance, threatened that if they were not agreed to without delay, the French would leave the fortifications of Ypres, Namur, and Bergen-op-Zoom, and march directly into Holland. The treaty was signed by England, France, and Holland on the 18th of April. The general conditions were a mutual restoration of conquests. All the nations were placed very much in statu quo, except that Prussia had got Silesia, and Sardinia had lost Placentia and Finale. As for England, she firmly established her maritime supremacy, which from that date has remained unchallenged. The Young Pretender was compelled to leave France, and thenceforward ceased to be of any political importance.

FORE:As winter approached, the state of things assumed a more portentous aspect. The leading agitators were themselves dismayed when they looked down the precipice to the edge of which they had brought the nation. O'Connell at the end of September issued an address, urging the people to discontinue their assemblies, and they obeyed. His lieutenants were exceedingly anxious that the Liberal Protestants should take an active part as mediators in order, if possible, to avert a disastrous collision. A good occasion was offered by the visit of Lord Morpeth to Ireland. This enlightened and accomplished noblemanalways the friend of civil and religious liberty, destined to preside over the Government of Ireland, as Viceroy, when the rgime of civil equality was fully established, and to be the congenial interpreter of its spiritwas then invited to a great banquet, which was attended by all the leading friends of civil and religious liberty in and about Dublin, Protestant and Catholic. The Duke of Leinster was in the chair, and Mr. Sheil appealed to him, in the most eloquent terms, by all that was patriotic and glorious in the history of his ancestors the Geraldineswhich for seven hundred years formed a great part of the history of Ireland, and who were in past times considered more Irish than the Irish themselvesto put himself at the head of the Liberal party.
FORE:Far above all other English artists of this period, however, stood William Hogarth (b. 1697). There is no artist of that or any former age who is so thoroughly English. He is a John Bull from head to footsturdy, somewhat headstrong, opinionated, and satirical. He is, indeed, the great satirist of the brush; but his satire, keen as it is, is employed as the instrument of the moralist; the things which he denounces and derides are crimes, follies, and perverted tastes. In his own conduct, as on his canvas, he displayed the same spirit, often knocking down his own interests rather than not express his indignant feeling of what was spurious in art, or unjust towards himself. Hogarth was the first English painter who attracted much notice amongst foreigners, and he still remains one of the most original in genius of the British school. His subjects are not chosen from the loftier regions of life and imagination, but from the very lowest or the most corrupted ones of the life of his country and time. "The Harlot's Progress," "The Rake's Progress," "Marriage la Mode,"[163] "The March to Finchley," "Gín Lane," "Beer Lane," etc., present a series of subjects from which the delicate and sensitive will always revolt, and which have necessarily an air of vulgarity about them, but the purpose consecrates them; for they are not selected to pander to vice and folly, but to expose, to brand, to extirpate them.When peace was made in Europe, the United States became anxious for peace too. Madison had begun the war in the ungenerous hope of wresting Canada from Great Britain, because he thought her too deeply engaged in the gigantic war against Napoleon to be able to defend that colony. He believed that it would fall an easy prey; that the Canadians must so greatly admire the model republic that they would abandon monarchy at the first call, and that he should thus have the glory of absorbing that great world of the north into the American Republic. In all this, he and those who thought with him found themselves egregiously deceived. The Canadians showed they were staunchly attached to Great Britain, and the attempts at invasion were beaten back by the native militia and by our handful of troops with the greatest ease. Meanwhile, the blockade of the east, and the seizure of the merchant shipping, drove the New England and other eastern States to desperation. Throughout this war Great Britain made a uniform declaration of a preference for peace, but her offers were regularly rejected so long as Napoleon was triumphant. The United States, professing the utmost love of freedom, were the blind and enthusiastic worshippers of the man who was trampling the liberties of all Europe under his feet. It was not till the last momentnot till he had been defeated in Russia, driven by Britain out of Spain, routed and pursued out of Germany, and compelled to renounce the Imperial Crown of Francethat the American Government began to understand the formidable character of the Power which it had so long and so insolently provoked, and to fear the whole weight of its resentment directed against its shores. It is certain that, had Britain been animated by a spirit of vengeance, it had now the opportunity, by sending strong fleets and a powerful army to the coast of America, to ravage her seaboard towns, and so utterly annihilate her trade as to reduce her to the utmost misery, and to precipitate a most disastrous system of internal disintegration. The New England States, in 1814, not only threatened to secede, but stoutly declared that they would not furnish another shilling towards paying the expenses of the war. They even intimated an idea of making a separate peace with Britain. In Massachusetts especially these[114] menaces were vehement. Governor Strong spoke out plainly in the Legislative Chamber of that State. Madison endeavoured to mollify this spirit by abandoning his Embargo and Emancipation Acts, but this was now too late, for the strict blockade of the British, in 1814, rendered these Acts perfectly dead.

ONE:The cider tax passed, opposed by thirty-nine Peers and a hundred and twenty Commoners; but it left a very sore feeling in the western counties, that cider, worth only five shillings a hogshead, the poor man's meagre beverage, should have a tax levied on it nearly doubling the price; whilst that at fifty shillings a hogshead, the rich man's luxury, only paid the same. The growers even threatened to let the apples fall and rot under the trees, rather than make them into cider, subject[179] to so partial a tax. No imposition had excited so much indignation since Sir Robert Walpole's Excise Bill, in 1733. In the cider counties bonfires were made in many places, and Bute was burnt emblematically as a jack-bootJack Buteand his supposed royal mistress under that of a petticoat, which two articles, after being carried about on poles, were hurled into the flames.3

ONE:Carnot pretended that this memorial had been published during his absence, and without his knowledge, but he did not deny the composition; and it was most industriously circulated throughout Paris from little carts, to avoid the penalties which would have fallen on the booksellers had they issued it. As for Fouch, he endeavoured to persuade Louis to declare himself attached to the Revolutionto assume the tricolour flag and cockade. For Louis to have ruled according to the more liberal ideas introduced by the Revolution would have been wise, without declaring himself formally the disciple of opinions which had sent so many of his family to the guillotine; but to have followed the invidious advice of Fouch would have let loose at once that terrible race of Jacobins which had never ceased to massacre all other parties and then their own so long as they had the power. The cannon of Buonaparte alone had arrested their career; the advice of Fouch would have recalled it in all its horrors. Not prevailing on Louis to do so foolish an act, he wrote to Napoleon, advising him to get away to America, or it would not be long before the Bourbons, in spite of the treaty, would seize and put him to death; and then Fouch entered heart and soul into the plots of the Jacobins for the restoration of Napoleon.

FORE:The massacre of Savenay had not settled La Vende. In the spring of 1794 armed parties were again on foot. The largest body was that under Charette, posted on the Isle Noirmoutier, to which many of the fugitives who escaped from the massacre of Savenay betook themselves. Amongst these was the wounded General D'Elbe, with his wife, and a brother of Cathelinau. Charette quitted the isle to make an attack on some of the Republican troops left in small bodies in the country, consigning the care of the sick and wounded to the protection of a garrison of one thousand eight hundred men. This garrison was soon corrupted by the Republican general, Turreau; it surrendered, and D'Elbe and his wife were both shot, and the sick and wounded treated with merciless cruelty. This was about the only place of any strength left the Vendans; but a worse misfortune was at hand. The young and chivalrous Henri La Roche-Jaquelein, marching, at the head of a body of his own peasantry, between Trementine and Nouaill, met two Republican soldiers. The count generously offered them quarter; but, instead of accepting it, one of them instantly levelled his musket and shot him through the head. The two soldiers were immediately dispatched by his followers and, supposing that a Republican column must be at hand, they buried the three hastily in one grave and fled. The young count was only in his twenty-first year, and with him died the hopes and confidence of his peasantry. Stofflet succeeded him in the command of his people, but Charette might be considered the Commander-in-Chief of the Vendans.
FORE:Of the coinage of this reign little is to be said. It was of the most contemptible character till Boulton and Watt, as already mentioned, struck the copper pence in 1797 in a superior style. In 1818 was issued a gold and silver coinage, which was entrusted to a foreign artist, Pistrucci, and which was turned out of very unequal merit. Flaxman would have produced admirable designs, and there was a medallist of high talent, Thomas Wyon, who would have executed these designs most ably. In fact, the best part of the silver coinage was produced by Wyon, from the designs of Pistrucci.

Soon after the prorogation of Parliament in the autumn her Majesty resolved to pay her first visit to her Irish subjects. At Cowes a royal squadron was in readiness to convoy the Victoria and Albert across the Channel. The Queen was accompanied by Prince Albert, the Prince of Wales, Prince Alfred, the Princess Royal, and the Princess Alice. The royal yacht anchored alongside the Ganges, her arrival off the Irish coast being announced by the booming of artillery on the 2nd of August, which was the signal for the lighting of bonfires upon the hills around the picturesque town of Cove. In the morning a deputation went on board, consisting of the Marquis of Thomond, head of the house of O'Brien, the Earl of Bandon and several of the nobility and gentry of the county, with the Mayor of Cork, and Mr. Fagan, M.P. for that city. They were introduced to her Majesty by Sir George Grey, the Secretary of State in attendance during the visit. Arrangements were then made for the landing, and about three o'clock the Queen first set foot upon Irish[572] ground, amidst the most enthusiastic demonstrations of loyalty from the multitudes assembled to bid their Sovereign welcome, mingling their cheers with the roar of cannon, which reverberated from the hills around. A pavilion had been erected for her Majesty's reception, and over it floated a banner, with the word "Cove" emblazoned upon it. The Queen had consented, at the request of the inhabitants, to change the name of the place and call it "Queenstown," and when she left the pavilion the first flag was pulled down and another erected in its stead, with the new name. Thus the old name of "Cove" was extinguished by the Queen's visit, just as the old name of "Dunleary" had been extinguished by the visit of George IV.[450]Immediately after this debate the Government took active steps to crush that spirit of free discussion in books, pamphlets and associations, which no doubt had been greatly stimulated by the excitement of the French Revolution, and which they professed to believe was aiming at the same objectthe destruction of the monarchy. But in attempting to check this spirit, they adopted the un-English plan of fettering the press and individual opinion. Pitt's Government issued a proclamation against seditious books, and societies corresponding with the Republicans across the water; and magistrates were desired to make diligent inquiries as to the authors of seditious books and pamphlets, to put down all mischievous associations, and to take the promptest means of suppressing and preventing riots and disturbances. An Address in approbation of this proclamation was moved by Mr. Pepper Arden, the Master of the Rolls, in the Commons, and a short debate was the consequence. In this Grey and Fox declared that the proclamation was unconstitutional, mischievous, and oppressive; that it was a stimulus given to hot-headed and bigoted magistrates all over the country to invade the freedom of the press and of private life, on pretence of preventing disturbance; that the true constitutional remedy for any wrong opinions promulgated by the press was their regulation by right and sound opinions; that the blow was aimed against the Society of the Friends of the People, and intended to crush Reform, and divide the Whig party; that, in truth, the riots and instigations to anarchy came not from the Reformers, but from the Church, the magistracy, and the Tories; and they appealed for the truth of this to the disgraceful scenes which had occurred at Birmingham. They reminded Government that in 1782 Pitt had joined the Duke of Richmond, Major Cartwright, and Horne Tooke, in a meeting, at the Thatched House Tavern, for Reform; that they, the Whigs, had never gone to the length of Cartwright and Horne Tooke in their principles of Reform, as Pitt had done; and they reproached the Minister with his shameful inconsistency. Lord John Russell, Francis, Lambton, and others, supported Grey and Fox; and Windham, Lord North, Dundas, etc., supported Pitt. The Address was carried; and when sent up to the Lords produced another striking exhibition of the change going on in the Whig party; for the Prince of Wales, who had hitherto been in such close union with them, and had been so zealously supported by them, now rose and gave his decided approbation to the Address, declaring that he had been educated in admiration of the established Constitution, and was determined, so far as in him lay, to support it. These words were received with triumph by the Government party, the Address was carried almost unanimously, and was followed by an immediate prosecution of the "Rights of Man," by the Attorney-General, which caused it to be far more generally read than it otherwise would have been.The Tory Ministry was now in a most shattered condition, and it was believed that it could not repair itself. On the 23rd of September official letters were addressed to Lords Grey and Grenville to endeavour to form a coalition with the Tories, but they declined. The Tory Ministry was therefore readjusted by the introduction of Lord Wellesley (who had been replaced in his embassy in Spain by his brother Henry, afterwards Lord Cowley), who took the post of Canning in the Foreign Office, Perceval taking the Premiership, which Portland had only nominally held, as well as the Chancellorship of the Exchequer, which he held before. Lord Palmerston also made his first appearance in this Cabinet as Under-Secretary of State for the War Department, in place of Sir James Pulteney. Lord Liverpool took Castlereagh's place as Secretary at War; and the Hon. R. Ryder succeeded Lord Liverpool as Secretary of State for the Home Department.The king attended the theatre one evening, and by his desire the drama of Rob Roy was performed. The theatre was of course crowded to excess, the boxes presenting a dazzling galaxy of rank and beauty. When the approach of the king was announced, there was a pause of deathlike stillness; then an outburst of deep, honest enthusiasm never to be forgotten. "A prolonged and heartfelt shout, which for more than a minute rent the house," a waving of handkerchiefs, tartan scarfs, and plumed bonnets, testified the joy of the assembly and delighted the ears and eyes of the "chief of chiefs." Sir Walter Scott in a letter to his son gives a vivid description of this royal visit. For a fortnight Edinburgh had been a scene of giddy tumult, and considering all that he had to do, he wondered that he had not caught fever in the midst of it. All, however, went off most happily. The Edinburgh populace behaved themselves like so many princes, all in their Sunday clothes; nothing like a mobno jostling or crowding. "They shouted with great emphasis, but without any running or roaring, each standing as still in his place as if the honour of Scotland had depended on the propriety of his behaviour. This made the scene quite new to all who had witnessed the Irish reception." The king's stay in Scotland was protracted till the 29th of August. On the day before his departure, Mr. Peel, who accompanied him as Home Secretary, wrote the following letter to Sir Walter Scott:"My dear sir,The king has commanded me to acquaint you that he cannot bid adieu to Scotland without conveying to you individually his warm personal acknowledgments for the deep interest you have taken in every ceremony and arrangement connected with his Majesty's visit, and for your ample contributions to their complete success. His Majesty well knows how many difficulties have been smoothed, and how much has been effected by your unremitting activity, by your knowledge of your countrymen, and by the just estimation in which they hold you. The king wishes to make you the channel of conveying to the Highland chiefs and their followers, who have given to the varied scenes which we have witnessed so peculiar and romantic a character, his particular thanks for their attendance, and his warm approbation of their uniform deportment. He does justice to the ardent spirit of loyalty by which they are animated, and is convinced that he could offer no recompense for their services so gratifying to them as the assurance which I now convey of the esteem and approbation of their Sovereign."
